The City of Biloxi is seeking proposals from qualified engineering firms for the East Biloxi East-West Neighborhood Access Roads Project, Phase II. This Project will construct a continuous roadway on the North side of CSX Railroad from Hopkins Boulevard to Porter Avenue, approximately 24 feet wide. It will eliminate dangerous humpback railroad crossings by closing them. This project will provide connections between neighborhoods to improve emergency response time.

Services will include preparing an Environmental Assessment, surveying, property acquisition/relocation services, design (preliminary plans, detailed construction plans, specifications, bid documents and construction cost estimates), bidding, construction inspection services and any local, state, federal permits necessary for construction, which may include CSX permits. Firms should include a design timeline for completing the project, which may be broken down into phases for construction, depending on available funding. This project includes HUD Community Development Block Grant Program Funding.

Firms or individuals proposing to furnish such professional services should submit a statement of their qualifications, experience and capacity for performance. Proposals (an original plus four copies) will be evaluated and ranked by a consultant selection committee on the basis of the following criteria:

40% Qualifications – List of qualifications of persons to be assigned to project, identifying project manager;

40% Experience – Information regarding the firm’s experience with similar projects previously undertaken, including the type and amount of federal funding involved; experience with the specified project activities to be undertaken, including coordination of federal acquisition/relocation services and CSX permitting; and the status of each of the identified projects;

20%Capacity for Performance – Identify the number, availability and title of staff to be assigned to provide services as well as each staff person’s familiarity with this type of project.

City will negotiate compensation with the highest ranked firm for the proposed project,
which includes federal funding and is subject to compliance with Section 3 and other federal regulations, as applicable.

In addition, the envelope or electronic attachment shall list the Company Name and Address, and all applicable state and local license numbers. Bidders have the option of submitting their bids in a sealed envelope or through the City’s electronic bid submission link at www.biloxiplans.com.

The City reserves the right to reject any and all proposals and to waive any informality in the proposal accepted. Sealed proposals will be received until 10:00 a.m., Wednesday, March 3, 2021. Proposals will be opened at 10:00 a.m., March 3, 2021,at City Hall Council Chambers, 2nd Floor, 140 Lameuse Street Biloxi, MS 39530.
