RFP - Popp's Ferry Bridge P3 Project #8896

The City of Biloxi solicits Proposals from companies interested in providing funding, design, construction, operation, and maintenance of a new fixed span Popps Ferry Bridge located in Biloxi, MS. Project boundaries are approximately Riverview Drive to Pass Road.

The services to be provided by the selected company will include:

• Public Private Partnership (P3) Funding plan for design, right-of-way, permitting, construction, and long term operations and maintenance;
• Design and preparation of construction drawings and specifications;
• Right-of-way acquisition including relocation;
• All environmental and construction permitting;
• Project construction;
• Long term operations and maintenance

It should be noted that this project has completed Environmental Assessment and has been issued a Finding of No Significant Impact from the Federal Highway Administration.

Firms or individuals proposing to furnish such professional services should submit five copies of their statement of qualifications and experience. MBE and WBE business enterprises are encouraged to submit. The City of Biloxi is an equal opportunity employer.

All plan holders are required to have a valid email address for registration. Purchased bid documents are non- refundable and must be purchased through the website. A view only copy of the plans, specifications, and proposal documents are also available to be viewed at the City of Biloxi Engineering Department, which is located at 214 A Delauney Street, Biloxi, Mississippi (the Public Works Building), (228) 435-6269. Plans and specifications may be examined without charge online or at the City of Biloxi Engineering Department during regular business hours (7:00 a.m. – 4:00 p.m., Monday – Friday).

Sealed proposals will be received until 10:00 a.m., December 30, 2020. Proposals should be sealed and properly labeled POPPS FERRY BRIDGE P3 PROJECT and shall be forwarded to:

Proposers have the option of submitting their bids sealed in an envelope or through the City’s electronic bid submission link at www.biloxiplans.com.

The City of Biloxi reserves the right to reject any or all proposals, to waive any or all proposals, and to waive any irregularities or informalities in the proposal process. The proposals will be opened at the aforementioned time and date in the City Council Chambers, Second Floor, City Hall at 140 Lameuse Street.
