Notice is hereby given that the City of Biloxi, Mississippi, will receive sealed at the Mayor's Office,
Second Floor, City Hall, located at 140 Lameuse Street, Biloxi, Mississippi, 39530,
until 4:00 p.m., Local Time, on Wednesday, June 19, 2024, for the following:

Popp's Ferry Rd Extension from Pass Road to Hwy 90
Federal Aid Project DHP-9376-00(009)LPA / 106253-801000

The work shall consist essentially of the following items:

Construction of approximately 1.53 miles of new roadway. Other work items include but are not limited to retaining walls, drainage, curb and gutter, striping, traffic signal installation, pump station installation, and striping. All other related items of work required to complete the project as shown and specified in the Contract Documents.

The above general outline offeatures of the work does not in any way limit the responsibility of the contractor to perform all work and furnish all plant, labor, equipment, and materials required by the specifications and the drawings referred to therein.

The attention of bidders is directed to the Contract Provisions governing selection and employment oflabor. Minimum wage rates for Federal-Aid projects have been predetermined by the Secretary of Labor and are subject to Public Law 87-581 Work Hours Act of 1962, as set forth in the Contract Provisions.

A Pre-Bid Conference for this project is scheduled for 10:00 a.m. Local Time, May 30, 2024, in the City Engineering Department located at214-A Delauney Street, Biloxi, Mississippi (the Public Works Building). Attendance at the Pre-Bid Conference is highly encouraged but is not mandatory.

The City of Biloxi hereby notifies all Bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged and women's business enterprises will be afforded the full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds race, color, sex, age, disability, religion or national origin in consideration for an award.

The award of this contract will be contingent upon the Contractor satisfying the DBE/WBE requirements.

Copies of the plans, specifications and proposal documents are on file with the City of Biloxi Engineering Department, which is located at 214-A Delauney Street, Biloxi, Mississippi (the Public Works Building), (228) 435-6269. Plans  and  specifications may  be examined  without  charge during  regular  business  hours (7:00 a.m. - 4:00  p.m., Monday  -  Friday),  and  may  be obtained  electronically from  www.b il oxiplans.com. A valid e-mail address  is required  for registration  to the website.  In order to be placed  on the  plan holder's  list to receive addenda, all interested parties will need to purchase bid documents    from

Each bid shall be accompanied by a Cashier's check, Certified Check on a solvent bank or a Bidder's Bond issued  by a Surety Company  licensed to operate in the State of Mississippi, in the amount of five  percent (5%) of the total bid price, payable to the City of Biloxi as bid security. Bidders shall also submit a current financial statement, if requested by the City. The successful bidder will be required to furnish a Performance Bond and a Payment bond each in the amount of one hundred percent (100%) of the contract amount.

CITY HALL BUILDING, 140 LAMEUSE STREET, BILOXI, MISSISSIPPI, 39530.

The proposal and contract documents in its entirety shall be submitted in a sealed envelope marked plainly, Popp's Ferry Rd Extension from Pass Road to Hwy 90 Federal Aid Project DHP-9376- 00(009)LPA / 106253-801000 and addressed to the Purchasing Office, City of Biloxi, P.O. Box 429, Biloxi, Mississippi, 39533. No stripped bids will be accepted.

Bidders have the option of submitting their bids sealed in an envelope or through the City's electronic bid submission link at www.biloxiplans.com. If bids are submitted electronically, the same requirements for submitting sealed bids shall apply. Electronically submitted bids shall include a document with the first page stating the same language required on the face of the sealed envelope.

Work to be performed shall be in accordance with the "Mississippi State Highway Standard Specifications for Road and Bridge Construction, 2017", together with all amendments and/or special provisions and/or addenda to the standards duly approved and adopted, unless otherwise noted in these specifications.

The attention of Bidders is directed to the provisions of Subsection 102.07 pertaining to irregular proposals and rejection of bids.
