Description of City of Biloxi
The City of Biloxi, Mississippi currently encompasses approximately 42.94 square miles with a population of 49,442 (2020 census). Biloxi is governed by a Mayor and City Council. The city currently has ten (10) fire stations with a fire department staff of one-hundred and
eighty-five (185) including administration. Biloxi has established its own EMS District.

Invitation
The City invites experienced and qualified bidders to submit proposals to provide emergency advanced and nonemergency advance life support (ALS) ambulance services as specified herein. Nothing herein shall be construed as a binding obligation on the part of the City to award a contract in conjunction with this RFP process. The City reserves the right to accept or reject any and/or all proposals and to re-initiate this process as determined by the City. Further, the City reserves the right to amend this RFP process in any respect in order to insure that comprehensive and complete submissions are received. The City expressly reserves the right to waive any formality or informality in this process and in any submission.

The successful bidder may be awarded a contract to provide Advance Life Support (ALS) emergency/non-emergency ambulance service for the City for four (4) years. The City reserves the right to extend and modify the initial contract term and the renewal thereof based on the submissions received and accordingly all applicants should include in their proposals relevant information as to any additional services that it may offer in conjunction with such a contract if the term were different than as proposed. This RFP expressly does not address or pertain to private calls made by any citizen or business directly to ambulance service providers for service. Any such calls which are not processed through the City’s EMS system are not subject to this RFP nor will they be subject to any contract awarded by the City.

The successful bidder will provide continuous ALS emergency and nonemergency ambulance service to the City twenty-four (24) hours per day, each day per calendar year. The start date for the service will be determined based on completion of the procurement process.
