Notice is hereby given that the City of Biloxi, Mississippi, will receive sealed bids at the Mayor’s Office, City Hall Building, second floor, until 4:00 p.m. on Wednesday, the 17th day of November, 2021, for the following:

AREA4 BEAUVOIR PHASE 1, 2 & 3
BEAl, BEA2 & BEA3 CITY ID: KG630 & K7112 NEMIS: 10977

Work on which proposals are invited includes the removal and replacement of existing utilities in three (3) separate project areas Beauvoir Phase 1 (BEAl), Beauvoir Phase 2 (BEA2) and Beauvoir Phase 3 (BEA3).

The work in BEA1 includes the removal and replacement of the existing sanitary sewer, water main, and storm drainage systems. Work consists of furnishing and installing approximately 4700 linear feet of 8-inch to 21-inch gravity se\ver main, 4700 LF of 6=inch to 16=inch v1ater main, 1900 LF of 12-inch to 48-inch storm drainage, and all associated manholes, valves, hydrants, etc. Roads, curbs, sidewalks, driveways, etc. disturbed during this work will also be replaced. Location of said work is along Highway 90, Highway 90 Service Road, Debuys Road and Gateway Drive in Biloxi, Mississippi.

The work in BEA2 includes the removal and replacement of the existing sanitary sewer, water main, and storm drainage systems. Work consists of furnishing and installing approximately 11,000 linear feet of 8- inch to 24-inch gravity and force sewer main, 6900 LF of 6-inch to 16-inch water main, 1800 LF of 15-inch to 60-inch storm drainage, and all associated manholes, valves, hydrants, etc. Roads, curbs, sidewalks, driveways, etc. disturbed during this work will also be replaced. The work also includes the rehabilitation of the Edgewater and Beauvoir Pump Stations. Location of said work is along Highway 90 and includes Beauvoir Road, Oakmont Place, Maison D’Orleans, Pinegrove Avenue, Briarfield Avenue and Grande View Drive in Biloxi, Mississippi.

The work in BEA3 includes the removal and replacement of the existing sanitary sewer, water main, and storm drainage systems. Work consists of furnishing and installing approximately 12,500 linear feet of 8- inch to 24-inch gravity sewer main, 13,000 LF of 6-inch to 16-inch water main, 3700 LF of 12-inch to 48- inch storm drainage, and all associated manholes, valves, hydrants, etc. Roads, curbs, sidewalks, driveways, etc. disturbed during this work will also be replaced. Location of said work is along Highway 90, Highway 90 Service Road, Brady Drive, Camellia Street, Southern Street and Althea Street in Biloxi, Mississippi.

Location of said work is in Biloxi, Mississippi. The work is generally located along Highway 90 from Debuys Road to Veterans Avenue.

All questions shall be directed in writing via email to the City of Biloxi Engineering Department (jdinardo@biloxi.ms.us; copy wrode@biloxi.ms.us ).

A PRE-BID MEETING will be held at 10:00 a.m. on Wednesday, October 20, 2021, at City of Biloxi Engineering Training Room, 214-A Delauney St., Biloxi, MS. It is strongly recommended that all prospective Bidders attend. It is also suggested that all potential subcontractors and interested parties attend.

The maximum time allowable for completion of said project is Eight Hundred and Thirty (830) calendar days following the CITY’S written order to commence (Notice to Proceed).

The successful bidder will be required to furnish a 100% Payment and Performance Bond if the bid equals or exceeds $25,000. If the bid is less than $25,000, the City of Biloxi may elect to make a lump sum payment at the completion of the job, in which case a payment and performance bond shall not be required.

Proposals must be accompanied by a Proposal Guaranty consisting of a Bid Bond, Cashier’s Check or Certified Check in the amount of 5% of the amount of the bid.

The Proposal Forms, designated as Section 905 of the contract documents, must be submitted, and incorporated in, as part of Master Contract Book 1. All papers bound with, attached to, or designated for addition or substitution in the proposal are considered a part thereof and must not be detached or altered when the proposal is submitted. Master Contract Book 2, Master Contract Book 3 and Master Contract Book 4 are part of the contract documents but need not be returned.

All persons having a contract with the City of Biioxi must adhere to the City’s policy concerning non-discrimination without regard to race, creed, color, age, sex, national origin, or handicap.

On bids which equal or exceed $50,000, Certificate of Responsibility classification issued by the Mississippi State Board of Contractors shall be written on the outside of the envelope containing the bids. Bids of less than $50,000 will be marked on the outside that the bid contained within does not exceed $50,000.

Bids, which are for work outside of the classification listed for any bidder, shall be returned unopened.

Bid documents are being made available via paper copy or digital copy (CD). Plan holders are required to register for an account and log-in at www.biloxiplans.com; at this site plans can be viewed for no charge or physically purchased. All plan holders are required to have a valid email address for registration. Purchased bid documents are non- refundable and must be purchased through the website. Questions regarding website registration and online orders please contact web support at (662) 407-0193. A view only copy of the plans, specifications, and proposal documents are also available to be viewed at the City of Biloxi Engineering Department, which is located at 214 A Delauney Street, Biloxi, Mississippi (the Public Works Building),
(228) 435-6269. Plans and specifications may be examined without charge online or at the City of Biloxi Engineering Department during regular business hours (7:00 a.m. – 4:00 p.m., Monday- Friday).

Contractors have the option of submitting their bids sealed in an envelope or through the City’s electronic bid submission link at www.biloxiplans.com.

The ability to obtain any insurance required by the contract documents which does not require proof of coverage to be contained in the submitted bid (such as bid bonds), must be demonstrated in the bid by the means specified in the contract documents. Proof of actual insurance coverage must be submitted within five (5) business days from the bid acceptance.

The Contractor shall not use any materials on the project that are grown, produced, prepared, made or manufactured outside of the United States. If such materials are not available, then those which are grown, produced, prepared, made or manufactured outside the United States may be used if approved in advance by the City.

BIDS SHALL BE DELIVERED TO THE MAYOR’S OFFICE, SECOND FLOOR, CITY HALL BUILDING, 140 LAMEUSE STREET, BILOXI, MISSISSIPPI, 39530, OR ELECTRONICALLY SUBMITTED AT WWW.BILOXIPLANS.COM.

Bids shall be in letter form with the envelope or electronic attachment and bid marked plainly AREA 4: BEAUVOIR PHASE 1, 2 & 3 (BEAl, BEA2 & BEA3), PROJECT NUMBER KG630, K7112 and
10977, and shall be addressed to the Mayor’s Office, P.O. Box 429, Biloxi, Mississippi 39533. In addition, the envelope or electronic attachment shall list the Company Name and Address, and all applicable state and local license numbers.

Bids must comply with the requirements herein and with all applicable state and federal statutes and regulations. However, the City reserves the right to reject any and all bids and to waive any discrepancy or informality in the bid accepted.
