Notice is hereby given that the City of Biloxi, Mississippi, will receive sealed bids at the Mayor’s Office, City Hall, second floor, until 4:00 p.m. on Wednesday, the 10th day of April, 2019, for the following:
SAENGER THEATER & COMMUNITY CENTER REPAIRS
PHASE 1: EXTERIOR IMPROVEMENTS, FLY TOWER REPAIR & HVAC SYSTEM REPLACEMENT
PROJECT NUMBER 997
The Scope of Work for this phase of the project is for the repair of the Fly Tower, the replacement of the HVAC and the repair of the north, south and east masonry walls of the Auditorium as well as the roof of the Auditorium. The existing condition of the encapsulated steel in the Fly Tower structure will need to be assessed by the structural engineer during demolition. The existing terracotta tile at the Fly Tower is to be replaced with a wall panel assembly. This scope of work includes both demolition and repair work. This scope includes any other Work indicated in the Contract Documents. This is a historic structure, designated a Mississippi Landmark by the State of Mississippi through the Department of Archives and History. All work shall be in accordance with Mississippi Antiquities Law (39-007-et.al. of the Mississippi Code of 1972 as amended) and the Secretary of the Interior’s Standards for the Treatment of Historic Properties. Location of said work is on the site of the Saenger Theater, 170 Reynoir Street, Biloxi, Mississippi.
A PRE-BID MEETING will be held at 10:00 AM on March 27, 2019, at the Saenger Theater, 170 Reynoir Street, Biloxi, MS 39530. It is strongly recommended that all prospective Bidders attend. It is also suggested that all potential subcontractors and interested parties attend.
The maximum time allowable for completion of said project is Three Hundred (300) calendar days following the CITY’S written order to commence (Notice to Proceed). •
The successful bidder will be required to furnish a 100% Payment and Performance Bond if the bid equals or exceeds $25,000. If the bid is less than $25,000, the City of Biloxi may elect to make a lump sum payment at the completion of the job, in which case a payment and performance bond shall not be required.
Proposals must be accompanied by a Proposal Guaranty consisting of a Bid Bond, Cashier’s Check or Certified Check in the amount of 5% of the amount of the bid. Such security to be forfeited as liquidated damages, not penalty, by any bidder who fails to carry out the terms of the accepted Bid and/or execute the Contract and Post Performance and Payment Bond as required within the time specified.
All persons having a contract with the City of Biloxi must adhere to the City’s policy concerning non-discrimination without regard to race, creed, color, age, sex, national origin, or handicap.
On bids which equal or exceed $50,000, Certificate of Responsibility number issued by the Mississippi State Board of Contractors shall be written on the outside of the envelope containing the bids. Bids of less than
$50,000 will be marked on the outside that the bid contained within does not exceed $50,000. When bids are submitted electronically, the requirement for including a certificate of responsibility, or a statement that the bid enclosed does not exceed Fifty Thousand Dollars ($50,000.00), on the exterior of the bid envelope shall be deemed in compliance by including the same information as an attachment with the electronic bid submittal.
Bids, which are for work outside of the classification listed for any bidder, shall be returned unopened.

All plan holders are required to have a valid email address for registration. Purchased bid documents are non- refundable and must be purchased through the website. (228) 435-6269. Plans and specifications may be examined without charge online or at the City of Biloxi Engineering Department during regular business hours (7:00 a.m. – 4:00 p.m., Monday – Friday).
